Rammers in cohesive soil
If the trench is native clay or you are backfilling with something that ribbons in your hand, rent the rammer. It works in a 12-inch-wide trench where a plate will not sit flat. It is tiring. It is correct.
Plates in granular soil
Road base, sand, and pea gravel respond to vibration. A plate is faster, easier, and less likely to walk off a small pad. Put a rammer on clean gravel and you mostly rearrange it.
Mixed backfill
Utah jobs often mix. If the spec is granular pipe bedding and native clay above, you may want both tools for a day each. That is cheaper than failing the test and digging it out.
Who should rent which

FAQ
The inspector said 95% modified. Which machine?
The spec does not name the machine; the soil does. If it is clay, start with a rammer. If it is base, start with a plate or roller.
Can I use water with a plate?
Some plates have a water kit for asphalt patches. That is not a clay solution.
Is a trench roller better than both?
